A trade promotion lottery is a lottery conducted by a trader to promote the sale of their goods or services. Any competition/trade promotion lottery in which the winners of the lottery are determined by an element of chance (i.e. random draw, instant win, etc) must be conducted in accordance with the trade promotion lottery rules set out by the various states in their lottery and gaming regulations.
A promotion cannot be conducted to promote the sale of cigarettes, cigars, tobacco or any other tobacco product; or firearms or ammunition. A trade promotion lottery should not seek to promote or involve gambling products, or offer gambling products as prizes.
Whether or not a trade promotion lottery licence must be obtained for a promotion in any particular state is dependent on the total retail value of all prizes in the promotion.
